Diagnóstico participativo y un plan de acción prospectivo basados en capacidades colectivas con tres comunidades de Guácimo, Limón, Costa Rica.

Resumen
El estudio se realizó en las comunidades de Colinas, Isleta y San Isidro Tierra Grande, Guácimo, Limón, Costa Rica. Se planteó aplicar un modelo de diagnóstico comunitario y generar un plan de acción con enfoque prospectivo, ambos basados en un análisis de capacidades colectivas, entendidas como el conjunto de habilidades, destrezas, conocimientos y aptitudes que los individuos poseen para resolver situaciones adversas. A través de talleres participativos con las comunidades se generó información requerida para completar cuatro matrices de tabulación que arrojan dos resultados predominantes, los cuales son: el listado de capacidades declaradas por los miembros de la comunidad importantes para su desarrollo y la línea base de estas, o sea el avance que la comunidad posee con respecto a la obtención de dichas capacidades. Las comunidades estudiadas expresaron la necesidad de conseguir trece capacidades que se subdividieron en cuatro ámbitos distintos, y presenta un avance con respecto a la adquisición de estas de 33%. El potencial máximo de crecimiento, considerando que las comunidades desarrollen la totalidad de las capacidades propuestas, es de 466 puntos. Adicionalmente se genera un plan de acción compuesto por un escenario futuro planteado según la situación macroeconómica del entorno comunitario, en donde se resalta la importancia de las capacidades en un entorno real, y la priorización de las capacidades según la importancia para el desarrollo de su adquisición. Las comunidades resultan tener aspectos avanzados, pero requiere realizar un fuerte trabajo en capacidades blandas que les permitan conseguir o aprovechar oportunidades para su desarrollo y que puedan facilitar su enfrentamiento a las situaciones cotidianas.
This study was conducted in the communities of Colinas, Isleta and San Isidro, Tierra Grande, all located in the region of Guácimo, Limón, Costa Rica. The main objective of this work was to apply a community diagnostic model and generate a plan of action with a prospective approach, both based on analysis of collective capacities measured during the diagnostic process, understood as the set of abilities, skills, knowledge and aptitudes that individuals possess to solve adverse situations. Through participatory workshops conducted in these communities, enough information was generated to complete four matrices that produce two predominant results which were: a list of capacities, declared by the members of these communities to be important for their development, and a baseline of the progress that the community is undergoing to obtain these capacities. This study done at these communities showed need to achieve thirteen capacities, which are subdivided into three different areas, and presents an advance in acquisition of these equal to 33%. The maximum growth potential is attainable at 466 points, provided that these communities develop all the proposed capacities. Additionally, an action plan is created, which comprises of a future scenario based on the macroeconomic situation of the communities, where the importance of the capacities in a real environment is highlighted, and the prioritization of the capacities according to the importance for the social development. The communities turn out to have several advanced aspects, but it requires a strong emphasis in skill building that will allow them to take advantage of many opportunities made to them for their development, facilitating their confrontation with everyday life.
