Resumen
Este proyecto consistió en diseñar un plan estratégico para el desarrollo sostenible de la comunidad Palo Blanco, provincia del Carchi, Ecuador, con el fin de contribuir en el desarrollo de esta comunidad, mediante propuestas de proyectos que guíen este objetivo. Para ello, se realizó un diagnóstico estratégico de los componentes: económico-productivo, sociocultural, infraestructura y servicios, político-institucional y ecológico-ambiental; mediante entrevistas a productores y actores políticos, información secundaria y observación directa. Con la información del diagnóstico se evaluaron las políticas públicas ejecutadas en la comunidad y se definieron vocaciones territoriales en todos los componentes. En los componentes económico-productivo y ecológico-ambiental se identificaron las principales problemáticas y se propusieron alternativas de solución a las mismas, después se formularon las estrategias para llevar acabo las alternativas propuestas y se establecieron proyectos que guíen las estrategias formuladas. Finalmente, se desarrollaron y propusieron tres proyectos, dos de carácter productivo enfocados en el cambio de la matriz productiva y en la diversificación de la producción, y un tercero de carácter ambiental enfocado en la educación ambiental. Lo último con el fin de proponer a las instituciones gubernamentales pertinentes que incluyan estos proyectos en sus planes de desarrollo y ordenamiento territorial existentes o que se brinde apoyo para la gestión de alianzas estratégicas entre instituciones, tanto gubernamentales como no gubernamentales para llevar a cabo los mencionados proyectos.
This project consisted of designing a strategic plan for the sustainable development of the Palo Blanco community, Carchi province, Ecuador, to contribute to the development of this community, through project proposals that guide this objective. To do this, a strategic diagnosis was made through interviews with producers and political actors, secondary information and direct observation of the following components: economic-productive, socio-cultural, infrastructure and services, political-institutional and ecological-environmental. With the diagnostic information, the public policies implemented in the community were evaluated and territorial vocations were defined in all the components. In the economic-productive and environmental-ecological components, the main problems were identified and alternative solutions were proposed for them. Then strategies were formulated to carry out the proposed alternatives and projects were established to guide the formulated strategies. Finally, three projects were developed and proposed: two of a productive nature focused on the change of the production matrix and the diversification of production, and a third one of an environmental nature focused on environmental education. The latter proposed to the pertinent governmental institutions that they include these projects in their existing development and territorial planning plans or that support be provided for the management of strategic alliances between institutions, both governmental and non-governmental to carry out the projects.
